planning pandemic flu distribution sites. need to create maps from one location to several distribution sites. How can I create a map that shows those routes as an overlay?

I make maps for a living, and what you're describing could vary a lot. If you want a simple map, and don't plan on using the software often, you could use a program like "MS Paint" or another image program, take an existing map from the internet, save it as an image and draw on the image with Paint tools. If you plan on using mapping often, you might want to invest in a version of ArcView by ESRI. It all depends on how complicated your maps get, your level of computer experience and comfort, and how often you'll use the software, as it's relatively expensive (thousands last I checked).
