I live in upstate NY and have some glad and dahlia (bulbs/corms). Is it too late to plant these for this year? How long does it take for them to flower? The first frost up here is around 9/20 so I have about 8-9 weeks.

Yes they need to go in sooner. I NEVER have had good luck with Glad's ( I live in upstate Michigan)
