Well he was quite visible in public til he died (in the 90's I think) He was an advocate for LSD and free thinking and he was the person that the phrase "tune in turn on drop out" is attributed to. He was a professor so I guess that makes him "kind of true" and since he was a real living person then he is very true. I doubt very very much he had anything to do CIA operations, not sure where you might have heard that?

Timothy Leary - Born October 22, 1920 - Springfield, Masschusetts. Died - May 31, 1996 - Los Angeles, California.
Had nothing to do with the CIA nor was he a spy.
He was a psychologist whose research on the effects of mind-altering drugs in the early '60's led to fame as a symbol of the American counter culture movement.
