I know that Germany had the go ahead since 2000, and that the next one is in South Africa, what about 2014? Do they make a list and take turn between countries? Or is it decided one world cup at a time?

A country can apply to host the next world cup during the current one. FIFA then chooses the best country to host. I think a continent can't go twice in a row.

The 2014 world cup will most likely be in SOuth america between Brazil Argentina or Colombia to host the cup and the cup host are decided 6-7, some as even far out as 12-14 years in advance of the cup. the 2018 cup will either be in CONCACAF (North america) or OFC (Oceania)

It's a little bit of both. Countries are currently putting their bids in to host in 2014, and have been doing so for maybe 6 months to a year now.
After a country puts in their bid, they then have to set up reports and time tables for the stadiums that will host the games, including orginization of the event, ticket sales, and security.
FIFA then sends deligates to the candidate countries to take a look at their proposals and the stadiums, report back to the main commitee, and, after many deliberations, a host nation is choosen.

i guess its decided one world cup at a time cause if they made a list how long will the list be......anyways wot will happen if another world war started they have to skip a few years n change the year for every single country.....n also wot will happen when they run out of countries, will they hold them in countries that never qualify or will they repeat the whole list...it makes no sense to make a list.

Before FIFA awarded hosts to anyone that bid but now they hold it in each zone such as CONCACAF or Oceana or Europe. So next year they decided africa and south africa won the bid out of all the african countries that bid. only african contries were allowed to bid for 2010.
