Relationship is 2 ways. So, you have to find out if the person can be your friend. Just introduce your name and in the right time raise a subject for conversation or complement him for what he has done.
After you see the person's reaction then you might continue into friendship or you have to let go because he/she has no interest.

It simple, you have to have the confidence to go up to that person and make the first move and tell that person that you like them and if they like you too. But I can't guarantee that rejection won't happen.
