its not life threatening, many have learned to live with

dude, you got me there!
well, the penis is 'erect' when blood rushes throught the penile erectile vessels.. which makes it stand up and hard.. but when soft, blood rushed back into circulation and the penis returns to a normal size..
as for your question, it may have something to do with the anatomical structure of the penis. some penises may take on the size of an erect penis even when it is soft because of an anatomical / psychological defect.

some guys look small and then get erect and look big. Other guys look the same size both ways. Just nature's way of saying "hats off to surprises" I guess.

Tommy, stop looking at penises in the locker room. The other guys will think you are gay...unless of course you are gay, then that kind of makes me rethink gym class when I was younger. Never mind, I'm kind of grossed out.

I have'nt the slights idea, I think it has something to do with the amount of blood that remain in the penis once it has relaxed. The more blood flow to this orgon the larger it become are so they say.
