Possibly or he's just busy. It totally depends on the situation; if you have some background or is it a new relationship.

could be. but since neither you or me have a crystal ball, why don't you just call him? it may be that he just lost your number, or was rather busy... or maybe he really is not interested. call and find out

It may be that he lost your number, he's busy, he has more important things to do right now. Don't take it personally and if you're really concerned, call and ask him.
