You can reinstall Windows on top of your existing installation and your documents and programs should be fine in most cases. However, it is not the recommended method and you should always back up first if you don't want to (or can't) lose anything.

Depends in the info you want to save. If it is data, pictures, music files, etc and your problem is corrupted files in Windows (or non-starting Windows), reloading windows will get you back up and all your data as listed above will still be on the drive. You will have to reload all the other programs as well (mp3 player, all the updates, anti-virus program, etc.).
