Female betta, male betta 50% of the time, silver or marble hatchet fish and butterfly fish and all danios are true top swimmers. All of these fish like live plants as well to hide and play in.

If you are looking for an addition to your tank, danios (just make sure you have a tank at least 20 gallons, and keep in groups), hatchetfish (very delicate, and need groups, gouramis (depends on which kind, though some are delicate), and some live bearers, are top swimmers, just check size and compatibility, and remeber, they dont always swim in the top

Zebra Danios are one type that almost always stay at the top of the tank. They are fast swimmers and add a lot of motion to the aquarium, plus they're peaceful.

African butterfly fish swim at the top all of the time they look like brown camouflage

well, how about sharks, squid are top swimmers, tuna fish and thats about it im afraid
