It would seem that it should be a civil right to throw away your money any way you want.... since when do we try to legislate stupidity?

I think the only case you could make would be based on the 9th Amendment of the U.S. Constitution:
"The enumeration in the Constitution of certain rights shall not be construed to deny or disparage others retained by the people."
This basically means that people have many other rights that are not mentioned in the Constitution that the government cannot take away. One could argue the right to gamble your money away is one of those rights, Many proponents of legalizing marijuana also use this argument.
However, the U.S. government defers to the Tenth Amendment in regards to this issue: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
Thus giving each state the power to decide whether or not to legalize certain forms of gambling.

In the United States, there are no rights violated by laws prohibiting gambling. It is a privilege.

No. You don't have a right to gamble. You might be able to argue that the government doesn't have a right to tell you not to gamble, but that's a different case from whether or not gambling itself can be regulated. Historically, it's always been regulated one way or the other.

i believe it does yes, but it is stupid in this day n age,in Florida you can go a mile out to sea and gamble but not back on land,but of course you then go home on the net, and gamble till your hearts content time to let grown adults make their own decisions

I think so.
But I think that a lot of things the government does violates the basic right of people to make their own stupid decisions. I think the governments job should be to protect them from each other rather than protecting them from themselves. If you want to drink/smoke underage naked while shooting craps in your living room, enjoy it. If you want to do it my front porch, I'd like someone (maybe the government) to help protect my rocking chair.
