My new lawn looked like it was burned up (brown and dry looking) but it turned out to be fungus.-
I treated the lawn with a fungicide and now it is green again.

You may be watering too much. You want the roots to grow, they have to dry up so they can reach for new water. You may have also over fertilized. Lastly never, never water grass in the middle of the day! When watering in the middle of the day the water works as a magnifying glass and burns the grass through the water drops! Also it dries up before it actually reaches the roots. I water my yard in the heat of the summer every other morning at 4am with my sprinkler system. You should always water early, early in the morning like 5am or very late in the day about 7-8pm. DO NOT put anymore fertilizer on your grass also!

Many possibilities. Type of grass? Some will do this when the weather gets hot, no matter the amount of water. Is it only in certain spots? Then you may have grub infestations - check for other evidence, like Japanese beetles around. Could be soil compaction, overwatering, choking from leaving the clippings on the lawn after mowing -- as I said -- too many options, not enough info.
Here is a possible last-resort place to go: eHow tells you step-by-step how to turn brown grass green in a mild climate (which I assume you have there in CA?).

try watering it very early in the morning or just after the sun goes down, if you water it and the sun hits it the grass will cook. Also, if you water it at night someone told me it can get a fungus that will kill it too. I live in the South, very hot lately also with a 20" water deficit, this is what we do, have a couple of dead/dying patches, but on the whole the yard looks pretty good.

Did the summer fertilizer have bug killer? There are bugs that eat the lawn in the heat of the summer and you have to put down lawn bug killer to get rid of them. It will also take a few weeks or months for the lawn to regain it's health. So once applied be patient.
