If you are using Windows, you can get to safe mode by continuously tapping the F8 key (at a fairly quick rate) when your computer first begins to boot up. As you tap this key, a menu will pop up for Windows Advanced Options. One of those options will be Safe Mode or Safe Mode With Networking. Either one will work.
However, based on what you describe your computer doing, you might possibly not be able to get into safe mode. There may be more serious issues at hand which won't allow you to go into safe mode.
If you are unable to go into safe mode, you may have a problem in the BIOS settings or even with the current installation of Windows. If safe mode doesn't work, you may also have the Windows installation disc, which if ran at boot-up may give you an option to restore your current installation.
If you aren't able to restore your computer back to normal, you have a couple of options.
First, you can reinstall Windows. This will, of course, reinstate your computer back to factory settings. This also assumes that there isn't a problem with the hardware or BIOS of the computer (which seems less likely). You can also backup your harddrive by transferring the data to another harddrive. This process requires that you take out your harddrive and hook it up to a harddrive interface, which is somewhat complicated and time consuming.
Second, you may need to take it in and have it looked at by a PC technician. Hopefully it won't come to that, but if it does, just be careful not to get ripped off by unreasonable high pricing.
I hope I've helped you in some way. I realize that this information is somewhat vague, but that's because there are so many possibilities for what is wrong with your computer. Maybe these things will at least get you started in the right direction, and maybe save you some frustration. =)

push power button on your PC
keep pressing and releasing "F8" button fast, esp before Windows logo shows on booting
The a boot menu comes, choose appropriate Safe Mode booting (with/without networking etc) from there
