Yes, mineral rights in territorial waters. That's how EXXON owns oil drilling riggs.

How it's accomplished I don't know. You may have to bid.

The U.S. Government controls and regualtes all "navigatable" waters, including the territorial oceans.

Therefore you must negiciate with Uncle Sam.

countries, nations, etc own out to a certain distance from the shore--but this is basically an imaginary line drawn out x miles from the coast, and allows the states, countries, etc exercise their laws to this distance. anything past that is open ocean.

aside from having mineral rights, etc as listed below.
