Can you develope a blood clot 2 months after heart by pass?

My husband had heart by pass triple in May 06. He is having problems with his eye. Seems like a web over it and getting worse.

Yes you can indeed. However, I suggest you take him to an opthalmologist, that doesn't sound like a blood clot.
