All of them do that. Verizon has a plan called easy pay, and it is a pre-paid service. Has all the perks of a contract, without the contract. You have to pay on a certain day though.

Virgin will allow you to go every 90 days Unless you've selected one of our special Top-Up options like Auto Top-Up or Service Preserver you'll need to Top-Up at least $20 every 90 days to keep your service working... even if you have money in your balance.

So if you go too long without Topping-Up, your account will be deactivated and if that happens, your balance will expire. But way before that ever happens, they will send an alert to your phone reminding you that it's time to Top-Up.

That's just not possible.
Every cell phone works with a SIM card inside.
Either it has to be pre-paid or with a contract.

And every company has to make they're money.
A suggestion: when you see that your "time" is almost over, just use your cell phone instead of your home phone...
at least you use it!
