why in windows xp if I type in ipconfig at the command
prompt it doesnt display any results?

your not connected to the network. it's that simple. try to check your network connection or maybe you network cable is unplug

Go to start, run, and type cmd. This will bring up a command prompt window. Instead of typing "ipconfig", type "ipconfig /all". This will give you verbose data in a persistent window. If you get no IP address at all, you're not connected. Either your NIC is faulty/disabled (device manager) or a cable is unplugged somewhere.
If you type "ipconfig /release" followed by "ipconfig /renew" your computer will try to get another address through DHCP. Failing that, it will assign an automatic private IP in the 169.xxx.xxx.xxx range. That will tell you if you're hitting a DHCP server or not.

If you are typing it from Start...Run... then it closes the program window as soon as it is done.

If you are typing it from a command prompt (Start...Run...cmd) and you get only "Windows IP Configuration" then your network adapter is either disabled or missing. Go to Control Panel...Network Connections and double-click on Local Area Connection to restart it if it is disabled.

that applies if you cannot get an ip address to resolve from your internet connection

check your privilages, also (make sure you are set as admin)
