Temperature after windchill or humidity is taken into account. Like in winter it might be 24º (in an area with no wind and controlled conditions) but if there is a lot of wind or something, it "feels like" 15º. Or in summer when it's 90º but with the humidity or a sea breeze, it feels like 100º or 80º.
I'm still not sure why they don't measure temperature by what it "feels like". What difference does it make if it's 70º if it FEELS LIKE 110º, or if it's 10º and FEELS LIKE -50º??

That means not the actual temperature, but what it would feel like if you took into account either the wind chill or the humidity (depending on the season). Here in Indiana, we have a lot of days with high humidity, and on a very humid day it can feel many degrees hotter than it really is.

In the winter, the "wind chill" can drastically lower the feel of the air temperature when it hits your face. Similarly, the "heat index" is the measure of humidity in the summer. Both factors change the "feel" of the air.

i think.......Humidity and wind can change the feel like temperature. so it may actually be 95 degrees but with the humidity its 100 degrees

When it is humid, sweat does not evaporate as easily from your skin. Thus, you do not cool down as easily as on a less humid day. Therefore, it "feels like" it is warmer than it actually is.
