We Do. We Pay Taxes to the city, the City Pays the Sanitation Commision( garbage men)

The company they work for. If you live in a community where garbage pick up is free, then the city pays for the service, usually it's part of your water bill or taxes. Some communities you have to either set up service yourself or buy tags, that income goes directly to the garbage company.
