There is typically an aerator screen screwed on to the tip of the faucet to provide a usable stream of water and collect particles that build up in the line. When the aerator is clogged, your water flow will diminish and eventaully stop.
Unscrew the aerator (by hand if possible, with pliers and protective rag if neccesary) and clean it out and reinstall. Your water flow should be as good as new!

Clean the aerator. It's almost definitely rust scale from the inside of galvanized water lines. If you've had the water shut off and the system refilled recently, it shook some loose. If there are small white pieces in the aerator, drain your water heater. If you get a bunch more, the dip-tube in your water-heater has disintegrated, due to faulty materials (common on A.O.Smith water-heaters from the mid-90's). If that's the case, call the water-heater manufacturer. They usually have some type of compensation program for this problem.

I use to do plumbing and I agree with "airboy hoss." The aerator is probably clogged. Sediment has probably built up from corrosion in pipes or from materials used when the plumbing was installed (i.e pipe thread sealant, flux).
If your problem was a broken pipe (which it can't be) a flooded house would be your clue.
