Our Building Manager died the other day and we want to attend but don't know what to wear? Do we have to wear Black? Ties? Don't have any of that so I am kind of stuck. He meant a lot to us and I don't want to miss the chance to say good bye.

You should dress respectfully, just as you would for a funeral. For a man, a suit is appropriate, with a sedate tie. Since you don't have a suit and tie, you could wear a nice button down shirt and slacks.
For a woman, don't wear bright colors, but instead wear a nice subdued tone color. Either a dress or a skirt would be appropriate.

Black is fine, you seldom go wrong with that at a memorial service.
It depends on whether it is an afternoon or evening service in part. You can get away with more casual wear the earlier the service is.
In any event, I would suggest you wear something respectful and sedate and nothing that would call attention to yourself. After all, the memorial service is for the person you are remembering and their family.

Wear your nicest clothes, even if you don't own a suit or dress (in Western countries black, or at least dark and subdued colors are traditional), but don't worry too much about clothing. Your being there will be more important to the family than what you are wearing.

First, I'm sorry for your loss.
Wear something that's black and nice. If you don't have it and can't borrow or get it....
Wear something dark without prints on it. Some black pants and a navy blue shirt or something like that.

for women: a black decent dress, or suit is perfect for the case
for men: black suit, with or without tie

something conservative. not necessary has to be black. some has a theme like the last one i attended was hawaiin. because he wants us to be happy to see him go.
