It just seems like one of those mysterious things that we dont notice. Why has no one seen those things go on?

The more mysterious thing is if you've seen them go off. If so, you may have SLI, (Street Light Interference), a phenomena in which lights just go off, on a regular basis, in the presence of certain people.

I usually notice. Must mean I'm very special...or just outdoors more.

i see them come on every night because i live in a van by the river

Yes, you can hear a slight buzz when they are turning on.
