Actually it is 123.
I did it as a child and thought how funny it was that the answer was there all along. A 1 a 2 a 3...123.
It could have been more to eliminate all of the candy covering, but I got there on one side at 123 licks.

The world may never know....and I would say that it takes sucking and not licking the loly pop, how many people do you actually see licking a loly pop the way you lick an ice cream cone - know what I mean?
