Check with the state DMV office. It may be so in your state. In Illinois you are only allowed 1 non-relative passenger and no cellphone until 18

Not true...what if you lived on the border with another state? Using your mom's assumptions, you could not drive across the street!

if you have a license then you are legal to drive anywhere unless there is a restriction printed on the license
