Yes i have some red and white stripey paint i can sell you it comes in two cans you need to use one can for the red stripes and the other for the white,naturaly as this is so hard to find it is expensive but i will let you have it for £98.00 and i dont charge extra for paypal.

YOU CAN'T...
But YOU CAN buy SPECKLED PAINT its is a mix of paints that dont mix and needs to be well stirred before being put on walls. most councils use this as anti vandal paint!
the other true option is... WALLPAPER!!

Never heard of it- try contact them and see if they can recommend who carries them.
Or try Ace hardware, lowes, homedepot and craft stores like Micheals and AC Moores.
