a perfect store wouldn't be a chain.
try eBay for some DIY/reconstructed clothes if you want something better than hot topic but can't sew yourself

For f*cking sure, the best Punk clothing store ever. They have some great stuff, pretty expensive but it's top of the line, if rocker/punk fashion's your thing then this is the store for you. (finky's sales pitch). It's also owned and operated by punks, and totally non-corporate.
www.dp-77.com has ace stuff as well.
