Bonsai means "a tree in a pot". Any kind of tree can be turned into a bonsai, but some dont look very good (due to leaf size and proportions) or dont do well.
So yes there is such a thing as a tall bonsai, but they generally run thousands of dollars.
The best thing you can do is first learn to care for a smaller one and then grow a bigger one yourself.
This is a great site for bonsai info and they can answer all your questions:

I think a bonsai is a style of tree not a species of tree. That's what I was told by a guy in Vancouver that sells them. He said "any tree can be made into a bonsai". So, therefore if you get any tree that's not small it is a tall bonsai.

There is no such thing as a Tall Bonsai tree - Bonsai is Japanese for tray gardening - hence them all being small

Large Bonsai trees are extremely expensive. They take decades to grow that large. Start small, and make it your project for the rest of your life to keep it beautiful.

what do you mean by "tall"? if you mean tall for a bonsai but not old then some types of tree are a little bigger, if you mean tall as in old... I wouldn't even try, they are insanely expansive, if you mean tall as in regular tree size... there aren't any

most "bonzais" you can buy in chain stores (not the real ones you buy from bonzai dealers) are your average bush/ground cover repotted and trimmed in a small pot. I have known many peopkle who buy a small bush and train it over the years to become a bonzai. The most common bonzai in chain store is Juuniper... where you can buy one for 15-25$ but if you walk across the aisle to ground cover, you can get the same plant in a standard planter for $2.
So what I guess I am trying to say, is find a bush you like and have a go at it.
