I have heard nothing but good reviews of Tsotsi, so I really want to see it, my favorite foreign films have been Spirited Away, Hero, Life is Beautiful and Abre Los Ojos.

I saw Hero and if I were you I would watch it. It is a interesting but good movie. There are lots of flashbacks and after the flashbacks the characters in the movie go back through and revise those flashbacks. The movie has a good storyline anyway.

By "foreign" you mean outside of US? Or non-english? Assuming you're american and that you therefore mean both, here are two suggestions:
Seven Samuri (1954, Kurosawa) and Run Lola Run were excellent.
Can't think of others I've liked as much...

L'auberge espagnole is great! Its about european erasmus (exchange) students that live in an apartment in barcelona, spain while attending university. The main character is french and you will have to read subtitles, but i really liked this movie.
