Yes they do require a question mark.
Grammatically speaking, they are questions.
In context, they do not require an answer.
The fact remains, all questions require a question mark

All questions whether they are 'yes or no type, Wh-type or rhetorical, need to be ended with a question mark.
One Example for Rhetorical Question:
What do the Oppostion members think of the ruling party members? Stupids? Impotents?Simpletons?
So a rhetorical question s a question asked / put to the audience in a dramatic way to bring home the point effectively.
All these Questions too neded a question mark. No doubt about it.
A question is a question, anyway & treated to be a question with full 'question mark' honor!.

Since it is still a question, it needs a question mark. If you are using it in fiction, make sure that the rhetorical question is set in a context that would suggest to the reader that it is rhetorical. Most rhetorical questions just sound like they are but the way they are worded.

It is still a question, so it would need a question mark to differentiate it from a statement. However, it is the asker who doesn't expect an answer that labels it a rhetorical question.

Are you writing it or saying it? When saying it, your voice should sound like a question...when writing it, I would say you do need a question mark. After all, it is a rhetorical question.

Yes. They may not need an answer, but they are still questions.
