You are very naive to think that the deaf can't read lips.
For years my hearing has been poor especially when there is background noise. When in high background noise situations (eg while cooking, more than one person speaking in a room, tv/radio etc noise) I use lip reading to help me figure out what has been said... admittedly, I am not a deaf person but having worked in audiology field while in college, I know several people who are stone deaf that can lip read...
Now as far as across languages goes, lip readers have to assume that they are trying to read a language that the are versed in, so yes there would be errors should an English lip reader read a sentence spoken in french, Italian or whatever... It isn't as precise as hearing the spoken word. However, a good lip reader reading in their own language is very accurate and this has been substantiated by the courts for years...
