My lizard keeps sneaking over to my neighbor's house and taking all their flour. They've called the police 16 times, but my lizard just keeps taking the flour. He spreads it all over the floor so that people will slip on it. Why does he keep taking the flour?

I would say it's a desperate cry for attention from a living being unable to get attention in a positive way.

And the lizard needs help to.

i'm not sure why,but try this to remedy the situation.next time the police come knocking, tellthem to take him.once he is cuffed and stuffed; let him be incarcerated for as long as 12 to 15 hours in the county jail befors posting bail.this might keep him from doing it again, very much like the scarred straight program works for human children.
