If you signed one then yes, it can be enforced. Understand, however, it is not like they can call the cops on you or anything .. it would take a lawsuit and such and a lot of times it is never pursued. If you signed one, however, and are then fairly sued, you will almost certainly loose.

In California, no, a non-compete agreement is illegal and not enforcable. It's probably being used as a scare tactic more than anything. Check with your state's regulations.

If you signed it-yes. That is why it was given to you upon employment.
