In the US, you have to be 18 years old before you can legally purchase tobacco products or nicotine containing products. The age of 18 is the law in all 50 states.
Nicotine containing products include nicotine patches and nicotine gum.

It is 18 in Nevada, because the assumption is that by that age, you should have heard that smoking is very, very bad for you, and that you can read the warnings on the labels.
