Go to www.dsa.gov.uk. They have a searchable list of test centres for both practical and theory tests.
As for the best area, they should all be the same. Without knowing the exact route or possible routes that the examiner's going to take you, it's impossible to tell. Book a lesson with a driving school. They usually know the test routes and see what you think the routes are like.
But again, they all should be the same.

There is Horsforth and Harehills...
But, don't do it in Leeds, go to Heckmondwike... It is a slower route (small streets) and less hassle...
