sounds like an issue with the float on the fuel pump or mabe some wiring issue and whats it cost to fix well im going to tell you the gas tank will have to be removed from the car to gain accses to the wires and the pump so there its a pretty complex job and what causes that is dirt and road debre gets up on top of your tank and sits there and rots away at the top of the fuel pump where all your wires to your pump are i had a ford escort that had the same issue your having and i had to replace the entire pump and it solved my problem im gonna say ball park figure about 200.00-400.00 to fix

that is a coomon problem with that vehical it seems that the reostat portion of the sending unit is either sticking and or failing you will probably need a new sending unit if you go to a local garage it will cost you about 100 to 150 for labor but you will find that the part will cost just as much if not more good luck

i assume the temp gauge works, if so then come across the gasoline tank. discover the sending unit cord popping out of it. floor that cord and watch the gauge. If it pegs on finished then the sending unit is undesirable, replace the sending unit, sure it somewhat is interior the tank. If the gauge won't peg as defined then digital mail me for greater tests.
