Could start by looking at the voters role in his last known area, they are usually kept at the local library and are public documents.

try freinds runited if you have basic info and shes on there she will find . you can put in schools , clubs anything and if she is a member they will email her to say your looking . most of this is free and suggest when you write wot your doing now do your email in code and then no charge e.g.my whole name with no gaps and a popular service rymes with cough mail ! silly but simple . hope this helps .. good luck on your quest .
