There is no best way, but I would recommend you talking to him in person and just speak from your heart, let him know how you feel and why you decided the relationship must end. Don't be rude, unless he did something to you.... :)

Best to be direct and final. Just say, "I don't love you...or even
like you anymore." It is not kind to "string" a person
along. Do this in a public place, such as a restaurant...and have separate cars.
