Japan has invaded and occupied Korea at one point in history.
Japan stole significantly skilled people (like potters) at 300 to 400 years ago. Some of these villages still exist, still make pottery, and the people are still considered Korean, not Japanese.
During WWII the Japanese used Korean women for sex for the soldiers. They euphemistically called them "Comfort Women", and they will not, to do this day, make reparations, or proper confession that what they did in this regard was evil.
A Korean may be born in Japan, but they still have to have the equivalent of a "green card", i.e., an alien registration card. And it is extremely difficult for them to become actual Japanese citizens even if their family goes back generations in Japan.
Being treated second class by their "kissing cousins", and Japan's refusal to confront it's own past sins are what keep them from a thorough reconciliation---which they both need.

It maybe Korean's animosity. And today's education system in Korea make the situation is more complicated.
They only depict the bad side of history in Asia. Government also doesn't try to review real history.
