If you can afford it most department stores will have a formals section and if you go after a major dance in your area many will be marked down. They usually range in prices, but most would cost about $80-$160
For middle priced dresses there are discount teen stores that carry new or used dresses for $20-$80
David's Bridal .com has a large selection of formals, I think listed under bridesmaids dresses, but many could easily pass for a prom dress. They have sales in shop where they mark down more expensive white wedding dresses down to around $100 if you look good in white.
EBay always has hundreds or cheap and expensive formal dresses.

Try a bridal shop they sometimes have dresses that are prom dresses,if you are looking for the retro look try a good second hand clothing shop,there are also shops in larger city's that rent really nice prom dresses just like they rent tuxedos

Go to Macy's or a vintage store, my older sister goes to vintage stores almost every day finds the most beautiful stuff, when you find a vintage store, try to find stuff that fits you well, and if you go to a vintage store, you're sure to find a dress that no one will have. macy's is good too because it has a wider selection than most vintage stores. Also, go to your local mall, you're sure to find something beautiful there.
