Because its not a joke. The behavior is called "passive agressive". They do so because, to a huge extent, wives control their lives. The house, the kids, the relationship... all of these things have become important. The wife tends to be the focus of all of these things for the man. Since all of these things set priorities for his life, his money and his behavior, his freedom of choice is severely restricted. He sees the wife as the one who has created this restriction (which is true to a certain extent).
The wife represents all of these choices he's already made, all the responsibilities he's undertaken and all the restrictions to his freedom he's permitted. The "ball and chain" isn't just you, it's everything you represent. If you add demanding, controlling behavior by the wife, an insistence by her that HER priorities become his... well, then she is the boss, isn't she?
It takes a very strong man to be the head of his home. Very few are.

well think about it, whne a major decision has to be made who makes the final decision??? you do right? the female in the relationship makes all the decisions and they are acting like a boss. it is not a bad thing is kind of cute.my hubby knows hisplace in this relationship and he knows that i am the one who makes the major decisions in this relationship because i know what is god for the kids and us. he knows too but i make him see it realisticlly.ex: he is takling with one of his friends and they are talking about going camping or something, he ask me what i think about going camping next week and i remind him that it is his mothers birthday or he has to work and he should commit himself to something he probably wont go to. or if he wants to go somewhere or invitee people over i remind him that he was the one who wantedto go to the mall this weeek for new shoes. guys like to do things to empress people, friends ,buddies, family memebers and they do things without even thinking, thats whwre the wife steps in and reminds him of this or that. so i think it is cute and our roll, thats why we get called that.he knows his place!!!and its not the boss.

For those who do this it is usually no joke. When anyone in a relationship becomes overly controlling it is a problem. Pay attention.

Husbands need to cherish their wives like Christ gave himself for the church. They need to make wise and informed decisions. Talking with their wives and looking out for her best interest and that of the family. Not her whims, whines and low self esteem controlling demands! But the man is the head of the family. It's manipulating females that are allowed to continue that manipulating behavior that drive most men to resent them [rather overtly or covertly] and call them Boss. There needs to be a balance in the relationship with love cherish, respect, and submission. Selfishness will distort love and frustrate true intimacy. It correlates with our relationship with God/Higher power- Think about it. Work on your weakness and help one another. Think you first one of the other.Just saying...

My husband does this too. Probably because I control the checkbook. And he won't make decisions even on where to eat....
