First off, STOP GIVING IT COW'S MILK!!! Feeding him the wrong thing (or at the wrong time), will cause a condition called 'scouring'. This is horrid diarrhea & will kill the baby.
At this time (while it's in pain & in shock), feeding it is NOT good. The animal needs fluids, treatment for shock & triage for its injuries. Digesting food right now will take valuable energy this guy needs for managing pain, recovering from shock, etc.
Mom probably did return, but with no way to move her baby to a safer location (the whole no-thumbs thing), she had no choice but to leave it. It's not unkind, simply survival. Staying with the injured baby would only leave her exposed to predators.
Deers are very dicey animals to rehab -- even mammal rehabbers have trouble at times.
Call your local wildlife center (find one at http://www.tc.umn.edu/~devo0028/contact.htm) & they'll make arrangements for y'all to get this baby some help. If there's no mammal rehabber near you, call one of the others -- they'll know how to get you help. All rehabbers aren't listed there, so you probably have one in your backyard.

This is an issue where you need vet care. With human scent you would never have any chance to reunite with it's mother. You may be able to feed it a little but in order to take care of it yourself, you need to talk the wildlife office. They will give you permission to care for it legally.

Contact the game authorities. They will know of orgs. that will care for the deer. BTW....you are a caring person!!

i would call the local police and advise them of what happened. they can bring animal rescue to your home to take care of the deer.

bottle feed it like a cow. and wrap up its wound. but anti bacterial stuff in it and take it to the vet. PRAY it is the best you can do!
