Specifically, is there a Teflon-like product available as a do it yourself at home type product?

it's not a do at home project because you need to heat it and then have a thin coat of teflon on it. if the coat is heavy it won't work right which is why they have quality control. to get the coat on you have to have a clean surface which means wash in nitric. definetly not a do it yourself project, but if you use hard anodized cookware it's kinda non-stick and although heavy and expensive works better

No there is not and its a process not without dangers.

No DIY teflon chemical will have FDA approval.

The bottom of a no stick pan is actually bumpy, with the telfon sitting in the low areas - the high areas are bare metal designed to keep the teflon from wearing off.

The no-stick surface, if not properly formulated, will break down and phosgene one of the decomposition products. Actually, regular no-stick pans do this to at ~500F, which is why you should never 'pre-heat' a pan (heat w/o stuff in it) - one of the reasons you will never find no stick pans in a good restraunt kitchen too.
