Well, for AIU, I would include some of the following phrases
I have given your generous offer (or some other adjective) serious consideration. However, I have decided to attend another institution. My career goals will be better fulfilled at this institution.
Should my goals and needs change in the future, I will gladly seek out opportunities from your fine institution.
(or words to that effect).
You may want to include pertinent information about your situation. (course of study, location, tuition costs, etc.).
Make sure your spelling an grammar are perfect.
It is very kind and considerate of you to let AIU know of your decision. This may open a position for another deserving student.

Not needed. Rejection letters are used when someone rejects you, usually when job-hunting. When a company does not make you an offer, you can write a rejection letter to change their mind or lead them to believe they are missing out. You are not burning any bridges by not attending a certain school, its your money and your choice, should you change you mind again, its not like they would refuse you because you didn't accept the first time. Had I written rejection letters to all the universities I was accepted I would still be writing.

How to write a rejection letter:
What do you include?
Thank the school for the opportunity.
Be polite, but firmly reject the offer.
Give reasons why you turned the offer down. Doing this will improve the experience for future applicants.
Leave the door open in case you wish to apply at the school in the future.

But you might want to go online and type in "Art of letter writing" I have found good information regarding rejection letters. There is also a book with the same name.

uh I haven't written any rejection letter. I just kept silent. And it meant NO ;-)

Well, if I were you I would keep my options open, as one never knows what the future will bring.
I think I would thank them for offering you the opportunity and then indicate that due to changed circumstances in your life you are unable to avail yourself of their generous offer at this time. Then I would go on to say that if your circumstances once again alter you would welcome the opportunity for reconsideration at a later date.
