it would just be easier to buy one. they usually have them at the local grocery store, sometimes. i have it easy, i live like 10 min from mexico so i can just go over and buy one. i think the way you make a simple balloon one is by getting a large balloon, blowing it up. then you cut pieces of newspaper and make a mixture from flour and water (this will be the paste). then you paste the pieces of newspaper to the balloon with the paste. make layers. the more layer, the harder the pinata will be. then let it dry for about 2 days or so. after it dries you can decorate it and get some scissors/knife to make an opening to put candies and stuff. then hang and beat the heck out of it. this is for a very simple pinata.

If memory serves, all it is is chicken wire (shaped to an animal or person, use bread ties or wire to help shape) & newspaper soaked in flour water.
Shape the wire, put some flour in water (should look like thin milk), soak newspaper strips in this and then layer them onto the wire to make the skin. Leave a hole for last to put the candy in, then plaster that too. Let it dry and it will harden, once it is hardened, decorate it with pait, construction paper, etc.

paper mache(don't think I spelled that right) I think, depends on how big the pinata is. You can probably buy a kit at a craft store or find directions on a crafts website like Michaels.
