Location, and the laws in those locations determine legality to marry. There are a few states in the US that allow to marry at the age of 14. I believe that is Louisiana!
Personally I think the age of consent to marry should be at least 25. People to many time rush into marriage and are not financially secure, career minded and basically don't have 2 nickels to rub together to make a dime!
