You may be overthinking the problem. If you're not talking about Small Business Server all you need to do is configure the new domain controller as a DC in the existing domain. The AD schema will replicate between the DC's, copying all of your AD data to the new DC.
If you're planning on removing the old DC, transfer the master roles (schema master, etc. to the new DC, then bring the old one off line.
Or, you can ghost the entire drive of the old DC and restore it to the new one.
Or, you can export the AD information to a CSV file (such as excel), then import the data to the new DC (except the passwords).
Or... heck... there are a dozen ways to do this depending on your configuration.
