Seedless grapes is actually a misnome, in that the grapes do, indeed have seeds, but the seeds are a softer pit than usual hard seeds found in regular grapes.
When sewing seedless grapes it is somtimes easier just to plan an entire grape, knowing that the seed will be inside it.

Grapes in general are not grown from seed. They are grown from rooted cuttings and the vines that produce the fruit are grafted onto root stock that has hardier root systems than those of the fruit producing cultivars.
That is the SHORT answer.
