poor old toad is bankrupt, his insurance premium was so high and his recklessness was so great! it was the ruination of him.
badger is now chauffeuring him around.

i wouldn't think so why is he still driving though toads shouldn't be allowed to drive the first place

Blatantly he drives with no insurance, no tax (cos his car is a classic and too old to tax) and he probably never passed his test either!
