Why won't 1995 Oldsmobile air conditioner fan work?

Mechanic replaced in-dash electronic panel when air temp gauge was erratic and fan came on also erratically. Now, temp guage okay, fan still doesn't work. Additional checks could not find fan problem.

take a look at the fan clutch, if that's out, the fan will only rotate at the speed of the engine
