Yes I agree with Scott, people are more likely to buy a product if it had a .99 on it than an even dollar.

it is a well known fact that when .99 is used instead of the rounded off/even dollar more sells are made. it is awesome how the human psych works

I think they do it to try and make it look like you are paying less but mostly I find it annoying. Why can't they make it so whatever the remaining change amount when added to the tax equals a full dollar amount?

Because blind split testing has shown that more sales happen at the .99 than at the even dollar.

Because they think that you'll think it is less than the next whole dollar and think its cheaper. When in acuallity it is only a penny less than the next whole dollar.

they trick you into thinking your getting a better deal, besides tax brings it up over the dollar any way.

I can tell you i am selling this amazing car, that you love for less than 20,000
and when you get there its 19,999.99
which is less than 20,000 lol
