Do I cut back the hosta flowers when they are finished blooming?

yes. it is very good for them. you should cut down to the ground as far as you can cut the stalk!

cut back the flower stalk only after it has finished blooming then cut back the folige after the first frost

I don't cut mine back. Actually Hostas require very little if any maintenance.
